Charter of Naif Arab University  

Article One: Name and Headquarters:

          Naif Arab University for Security Sciences (NAUSS) is the name. Riyadh, the Capital of the Kingdom of Saudi Arabia, will remain its permanent headquarters.

 Article Two: Definition:

          Naif Arab University for Security Sciences (NAUSS) is an Arab academic institution. It maintains its exclusive identity. It is the academic organ associated with the Council of the Arab Ministers of Interior (CAMI). It specializes in higher education, scholarly research and training in pertinent areas of security.

 Article Three: Affiliation:

          Naif Arab University for Security Sciences (NAUSS) is affiliated to the Council of the Arab Ministers of Interior (CAMI) within the broader framework of the Arab League.

 Article Four: Logo:

          University logo represents a composite blend of following constituents:

1. University name: It reflects compatibility with outward design projecting general format of the University tower. In disguise, it symbolizes elevation and advance in knowledge and defence for the security of the Arab society as a whole.

2. Map of the Arab World: It carries important standing in the map of the Arab world. As such, it indicates that University bears essential characteristic of Arabism and its attribution.

3. Globe or earth planet: This denotes that University maintains fruitful links with some international bodies and organizations.

 Article Five: Vision:

          The University aspires to achieve pioneering role in twin areas _____ security sciences and strategic studies. With such aspiration, it seeks to gain distinctive standard of academic importance at both levels _____ Arab and global.

 Article Six: Mission:

          With bi-dimensional orientations in security sciences _____ ideological and methodological, the University tends to contribute performance development among personnel associated with security and criminal justice within the overall context of comprehensive security concept and on guidelines stipulated in Islamic Sharia. Imbibed with such impetus, the University will spell out strategies that, in turn, will forecast security and the methods of their control in academic terms.

 Article Seven: Objectives:

          Naif Arab University for Security Sciences (NAUSS) strives to achieve following objectives:

1. It seeks to explore security literature covered in sources on Islamic criminal legislations.

2. It provides academic specializations to students pursuing graduate studies in the wider domain of comprehensive security concept.

3. It seeks to train security experts and Arab professional in the twin areas _____ criminal justice and crime prevention.

4. It seeks to advance research in security and strategic studies. Also, it will present academic advice. Likewise, it seeks to boost Arab library with specialized research studies.

5. It seeks to promote academic and security cooperation with educational institutions, police agencies and international organizations.

6. It contributes to develop security consciousness such that may serve development problems on constant lines.

 Article Eight: University Components:

          Naif Arab University for Security Sciences (NAUSS) is composed of some Colleges and supportive offices of Deans. Likewise, it comprises other units _____ academic and research centers as well as auxiliary departments.

 Article Nine: Academic Degrees:

          The University awards following academic degrees: 

1. Diploma;

2. Master (M.A.) degrees; and

3. Doctorate (Ph.D.) degrees.

 Article Ten: Language of Instruction:

          Arabic is the only language used for instruction and training in the University. In situation of dire need, the use of other languages for instruction of some courses is permissible.

 Article Eleven: Beneficiaries:

          In general, the beneficiaries of University academic programs and activities are the nationals of Arab countries. Upon the approval of Higher University Council, the nominations of the non-Arabs may be accepted.

 Article Twelve: President, Higher University Council:

          The Minister of Interior of the country of the University premises (Kingdom of Saudi Arabia) assumes permanent chairmanship of Higher University Council. As such, he presents a report on the achievements of the University during the annual meeting of the Council of Arab Ministers of Interior (CAMI).

 Article Thirteen: Higher University Council:

          Higher University Council wields supreme powers on formulating general University policy. Also, it maintains supervision over its multiple affairs _____ academic, administrative and financial. Finally, it is responsible for decision – making towards the realization of its cherished objectives.

          The Council is composed of the following:

1. Minister of Interior, Kingdom of Saudi Arabia ………….Chairman

 Article Fourteen: University President:

          University President must be a citizen of the country of the University. As authorized by the Chairman, Higher University Council, he will be responsible for all affairs of the University _____ academic, administrative and financial. Also, he enjoys all diplomatic privileges and amenities as incorporated in the Charter of the Arab League.

 Article Fifteen: University By-Laws:

          University will operate in consonance with its by-laws regulating different spheres _____ administrative, financial and academic. These by-laws will be enacted by the University President and ratified subsequently by the Higher University Council.
