The University organizes, a symposium: Skills of Security Personnel and their Relative Impact on Combating Terrorism

In the honorable presence of Dr. Jamaan bin Ragush, Vice-President, Naif Arab University for Security Sciences (NAUSS), the dynamics of symposium began today, Monday, 14/11/1430 at the University premises, Riyadh. The symposium bears the caption: Skills of Security Personnel and their Relative Impact on Combating Terrorism. It is organized by the University and it will consume the period: 14 – 16/11/1430 A.H. –––– 2 – 4/11/2009 A.D.
Among the participants, representatives of 10 Arab states contributed. They comprise personnel associated with Interior and other pertinent Ministries. The countries represented are –––– Jordan, Bahrain, Saudia, Sudan, Syria, Iraq, Palestine, Qatar, Kuwait and Egypt.
The symposium was inaugurated with words of welcome and greetings on the part of Dr. Jamaan Rashid bin Ragush. The latter commended the participation of Arab security personnel. Their participation, asserted Dr. Jamaan, reflects the translation of the ideal cherished by His Excellencies, Arab Interior Ministers into tangible reality. The Custodian of the Two Holy Mosques deserves, however, special credit. His gracious patronage to joint Arab action provides momentum. The present symposium, concludes Dr. Jamaan, is organized by the University as academic organ of the Council of Arab Interior Ministers. Its prime task is to implement Arab security strategies in academic terms.
Naïf Arab University for Security Sciences (NAUSS) is fully conscious to the importance of the skills carried by the security personnel on combating terrorism. Also, it understands, in full depth, that terrorism is a global phenomenon. Based on such considerations, the University has pioneered this symposium. Essentially, it seeks to expose that “contemporary terrorism” has multiple forms and patterns. It also employs technological resources towards realizing its pursuits.
Dr. Jamaan also shed some light on the future possibilities. Included in the latter are prospective research studies that will tend to build the competence of Arab security personnel in consonance to the comprehensive security personnel.
In the conclusive part of his presentation, Dr. Jamaan expressed his wish for the constructive recommendations that the symposium would offer.
Dr. Jamaan’s presentation was followed with the first session of the symposium. It was presided by Maj. Gen. Dr. Muhammad Fathi Eid. He opened a discussion on a paper presented by Maj. Gen. Dr. Muhammad Munis Mohib al-Din, a faculty member of the University. The paper bore a caption –––– Skills of Security Personnel in Countering New Dimensions of Contemporary Terrorism.
Next in order was the presentation of Brig. Ibrahim Mansur Surkati. He represented Sudanese Interior Ministry. His presentation focused on –––– Political Administration and Its Role in Combating Terrorism. Alistar Muller, a representative of UN Office in U.S.A, made final contribution. He presented paper, entitled –––– Role of International Organizations in Combating Terrorism.
Second session was presided by Col. Dr. Abbas Abu Shamah. It began with presentation, entitled –––– Tangible Arab Experiences on Organizing Terrorism Combat: Egyptian Experience. It was presented by Dr. Nashat Othman Al-Hilabi, a representative of Egyptian Interior Ministry. It was followed with another presentation. The latter was made by a representative of Saudi Interior Ministry, Dr. Musaid bin Manshat Al-Lihyan. He presented a paper, captioned –––– Capabilities of Saudi Civil Defense on Combating Terrorism.
The present symposium sought to achieve select objectives through tripartite themes that were explored. These are in order:
1.Challenges Posed by Terrorism
2.Impact of Deficient Skills of Security Personnel on Countering Terrorism
3.Arab – Global Experiences on Combating Terrorism

Among the manifold objectives cherished by the symposium, the following are
salient:
1.Presentation of operational patterns of terrorism and the characteristics of new terrorism;
2.Exposition on points of weakness in the organization, preparation and training of units on combating terrorism; and
3.Identification on some tangible Arab–global experiences on combating terrorism.

Relative to counter-terrorism, it deserves to be noted that the Naif Arab
University has conducted by now 265 training courses, seminars and symposia. Also, it has published 19 studies and 45 standard scholastic works. Further, it has contributed 63 M.A. and doctoral theses and dissertations; delivered 90 lectures and participated in 62 conferences and symposia held on Arab-global levels in the broad domain of countering terrorism.
